Libya’s oil and gas sector is undergoing a dramatic resurgence, positioning itself as a formidable contender in Africa’s energy landscape. With proven reserves accounting for 41% of the continent’s total and 3% of the global share, Libya remains one of the most resource-rich nations in the world.

 After years of political instability and infrastructure sabotage, the country is now accelerating efforts to stabilize production and attract foreign investment. In August 2025, Libya’s output reached 1.38 million barrels per day, with ambitions to hit 2 million bpd by 2028.

The National Oil Corporation (NOC) has launched strategic partnerships with global energy giants like ExxonMobil and Eni, while also opening 22 new oil and gas blocks for exploration—the first such move in nearly two decades. Infrastructure upgrades, including the $600 million South Refinery project in Ubari, signal a commitment to long-term capacity building and regional supply resilience. Libya’s exemption from OPEC+ production cuts further enhances its flexibility in responding to market demands.

Despite lingering political risks, the country’s operational transparency and technical expertise have improved markedly. Events like the upcoming USA–Libya Energy Forum and the Libya-Africa International Gas Forum 2025 are designed to showcase investment opportunities and foster regional cooperation. If Libya maintains its current trajectory, it could not only rival Nigeria in output but also emerge as a key supplier in Europe’s energy diversification strategy.
