Job Creation Initiatives by MMDCEs: Retaining Youth in Brim North, Accra Metropolitan and Akuapem North

Districts and Metropolitan, Municipal, and District Assemblies (MMDCEs) in Ghana play a central role in designing policies that stimulate local economic development and create sustainable jobs for young people. By introducing programmes that target skills development, entrepreneurship, agriculture, and industry, they not only provide employment opportunities but also reduce the persistent rural-urban migration challenge.

 The Brim North District, the Accra Metropolitan Assembly, and the Akuapem North Municipal Assembly stand out in this regard, having implemented unique initiatives that directly impact youth livelihoods.

In the Brim North District, agriculture remains the backbone of the economy, and the Assembly has focused on modernizing this sector to attract the youth. Support schemes for cocoa farmers, plantain and vegetable production projects, and training in new farming technologies have encouraged many young people to view farming as a business rather than a subsistence activity. Additionally, small-scale enterprises such as gari processing and local crafts have been promoted to create diverse job avenues for the youth.

The Accra Metropolitan Assembly, situated at the heart of Ghana’s capital, has taken a different approach by investing in urban-based youth employment schemes. Through the establishment of entrepreneurship hubs and digital innovation centres, the Assembly has encouraged start-ups and provided space for young tech entrepreneurs to thrive.

Waste management and recycling programmes have also been turned into business opportunities, with youth-led initiatives benefiting from support to develop enterprises that both clean the city and create jobs. These programmes align with the city’s modern urban demands while directly addressing unemployment.

Akuapem North has carved a niche by focusing on agro-processing and tourism. The Assembly has encouraged youth participation in processing agricultural produce such as cassava and maize into higher-value products, creating jobs in both production and distribution. Tourism has also been developed as a job creation tool, with the Assembly promoting eco-tourism and hospitality services around cultural festivals and the scenic Akuapem landscape. Young people have found work as tour guides, event managers, and artisans providing cultural crafts for visitors.

These examples from Brim North, Accra Metropolitan, and Akuapem North show how MMDCEs are central to youth employment in Ghana. By tailoring initiatives to their unique local economies, they provide sustainable solutions that retain the youth and contribute to long-term national development.
