Districts in Ghana with the Most Innovative MMDCEs

Innovation in governance refers to the creative introduction of new systems, policies, and community projects that address local challenges in effective and sustainable ways.

For Metropolitan, Municipal, and District Chief Executives, MMDCEs, innovation is not only about infrastructure but also about leadership that leverages technology, partnerships, and people-centered approaches to transform communities.
Across Ghana, while the larger cities are often highlighted, several other districts and assemblies are equally setting examples of innovation in action.

In the Eastern Region, the New Juaben South Municipal Assembly under its leadership has demonstrated innovation in sanitation and urban management. Koforidua, the municipal capital, has seen community-based waste management projects and improved drainage systems that reduce flooding risks.

The MMDCEs here have combined technology with local participation, ensuring residents are part of the solution. This approach has made New Juaben a model for mid-sized cities balancing growth and environmental management.
In the Northern Region, the Tamale Metropolitan Assembly has emerged as one of the most innovative. Known as Ghana’s fastest-growing city in the north, Tamale has embraced solar-powered street lighting, modernized transport services, and community-driven agricultural support projects. Its leadership has focused on harnessing renewable energy and integrating local businesses into broader development strategies. The innovations in Tamale highlight how leadership can position a northern district as a center of modern governance.

In the Bono Region, the Sunyani Municipal Assembly has also carved a reputation for innovation through its investments in clean energy, modern markets, and urban renewal projects. Sunyani’s MMDCEs have emphasized sustainability by prioritizing green spaces and orderly city planning, which has helped the municipality maintain its reputation as one of the cleanest and best-organized cities in Ghana. Their forward-looking governance model illustrates how innovation can be applied even in relatively smaller urban centers.

These examples from New Juaben South, Tamale, and Sunyani demonstrate that innovation in local governance is not limited to Accra, Kumasi, or Sekondi-Takoradi. Rather, MMDCEs across the country are showing how innovative thinking—whether through renewable energy, community-driven planning, or urban renewal—can transform districts. Their leadership underscores the fact that the future of Ghana’s development lies not only in the big cities but also in the creativity and vision of assemblies spread vision spread across all regions.
