Ghana’s oil and gas industry is emerging as a regional powerhouse, led by major discoveries, ambitious refinery projects, and regulatory reforms. With the Pecan field set to start production in 2025 and a $12 billion petroleum hub under construction, the sector faces both challenges and opportunities that could shape Ghana’s energy future.

Ghana’s oil and gas sector has steadily evolved into a cornerstone of the nation’s economy, becoming a significant contributor to revenue, employment, and energy security. Since the discovery of the Jubilee field in 2007 and its commercial production in 2010, the country has cemented its reputation as a growing player in West Africa’s energy market. Other notable fields, including Tweneboa, Enyenra, Ntomme (TEN), and Sankofa Gye Nyame (SGN), have expanded production capacity and strengthened Ghana’s position in global oil and gas supply. In 2022, the country averaged 60,000 barrels of oil per day and 200 million cubic feet of natural gas daily, highlighting the sector’s steady growth.

The Pecan field, expected to begin production in 2025 with an estimated 334 million barrels of oil equivalent, represents the next frontier for Ghana’s oil sector. Experts say that its operation could significantly boost national output and attract further foreign direct investment, creating new opportunities for local businesses and the broader economy.

On the midstream and downstream fronts, Ghana has embarked on ambitious infrastructure projects to enhance refining and storage capacity. Construction has begun on a $12 billion petroleum hub in Jomoro, which aims to establish a 300,000-barrel-per-day refinery by 2036. This initiative is part of the country’s broader strategy to reduce dependence on imported refined products and improve energy self-sufficiency. Additionally, the government is exploring fuel imports from Nigeria’s Dangote refinery to diversify supply sources and stabilize domestic fuel prices, reflecting an integrated approach to energy security.

Regulatory reforms and local content policies have played a key role in shaping the sector. The 2013 Local Content Law requires indigenous Ghanaian companies to hold at least a 5% equity stake in oil projects, while also prioritizing them in procurement and employment. Recent policy adjustments aim to create a more competitive environment that encourages foreign investment while ensuring that local enterprises benefit from the country’s energy resources. These measures have strengthened partnerships between international operators and local firms, promoting knowledge transfer and capacity building.

Despite its growth, the sector faces notable challenges. Declining production from mature fields, bureaucratic delays in licensing, and limited financing for smaller local partners have hindered some expansion efforts. Environmental and social concerns, particularly regarding offshore drilling and local community engagement, continue to demand careful management. Analysts caution that sustaining long-term growth will require strategic investment in new exploration, infrastructure modernization, and strengthened regulatory oversight.

Looking forward, Ghana’s oil and gas industry remains optimistic. New projects such as the Pecan field and other exploration initiatives, alongside refinery development, promise to increase production capacity and strengthen the country’s role in regional energy markets. With sustained policy support, enhanced local participation, and a focus on sustainable development, Ghana is well-positioned to maintain its upward trajectory in the global oil and gas sector.
